The Krasnodar Region holds the second position nationwide for loans granted by regional Industry Development Funds (IDFs), according to First Deputy Prime Minister Denis Manturov.
Nationally, the federal Industrial Development Fund has supported approximately 2,000 projects across 79 regions since 2015, disbursing over 650 billion rubles. Key regions leading in federal IDF loans include Tatarstan, Sverdlovsk Oblast, Chelyabinsk Oblast, the Moscow Region, and Nizhny Novgorod Oblast. Collectively, regional funds have backed around 4,000 projects with approximately 130 billion rubles. The top regional performers in loan volume are St. Petersburg, Krasnodar Region, Moscow Region, Khanty-Mansi Autonomous Okrug – Yugra, and Chuvashia.
Over the past decade, federal and regional funds have jointly provided about 6,000 preferential loans, totaling more than 780 billion rubles, to industrial companies. This figure is anticipated to surpass 850 billion rubles by the end of 2025.
«Supporting the industrial sector, particularly import-substituting production, remains a priority for Krasnodar Region. A powerful tool in this effort is our regional Industry Development Fund, established in 2018 with the support of the President of Russia. Since then, the Fund has provided 355 preferential loans totaling over 11.2 billion rubles, including co-financing from the federal IDF. These funds have been directed toward modernization, capacity expansion, and procurement of raw materials and supplies. The economic impact of these investments is already evident. For every ruble lent by the Fund, 1.7 rubles have been invested in the social and economic development of our region. Annual outputs and shipments are growing, new enterprises and product lines are launching, and tax revenues to the regional budget are rising,» Kondratyev said.
Kondratyev further highlighted that the Fund's capitalization has seen a more than twentyfold increase since 2018, growing from 500 million to 10 billion rubles. Companies that have received support have invested over 5.7 billion rubles and contributed more than 11.6 billion rubles in taxes to the regional treasury. This has led to the implementation of over 100 new projects, creating more than 850 jobs.
Currently, 13 preferential loan programs are active, with nine managed independently by the regional Fund and four involving federal participation. In 2025 alone, industrial enterprises have secured 27 loans totaling 1.2 billion rubles at highly favorable interest rates, ranging from 0.1% to 4%.

Over the last ten years, the volume of goods shipped within the Krasnodar Region has tripled, exceeding 600 billion rubles. This significant growth establishes the region as a leader in the Southern Federal District, supported by over 300 large and medium-sized companies that employ more than 76,000 individuals.
